Gardner graduated with honors from the University of Sussex in England with a bachelor’s degree in law. He then completed his graduate studies at Northrop University, California (now the University of West Los Angeles), and received his master’s degree in taxation in 1980. Subsequently, he also taught at Northrop University as an adjunct professor of international taxation.

He has also written multiple articles published in a variety of publications. He authored “IRS, INS and Foreign Entertainer,” which was featured in Hastings Law Review. He has also been invited to speak on immigration practice and law.
