How can I apply for the EB-5 visa while studying abroad?

While I complete my postdoc in Spain, I would like to apply for the EB-5 visa in the United States. However, I would like to know if I am required to relocate to the US while waiting for this visa, as I still have 3 more years to complete my postdoctoral research.
