Should I transfer on an L1B before or during EB5 application?

I am going to start my EB-5 application and submit it before this September. My employer is ready to move me on an L1B transfer to the California office. My question is: Should I move first on an L1B and then start my EB-5 application? Or should I start my EB-5 application now and then move on to an L-1 B after my I-526 approval? 

I am currently based in Canada, so I will have a counselor processing here. My concern is to minimize any risk to my EB-5 application due to the L-1 B transfer application.

I would transfer here on your L1B and then adjust status here on the EB5. It will probably be much faster.
