Kim Atteberry

Kimberly Atteberry is the president of Vermilion Consulting LLC. With nearly two decades of experience, she helps both public and private organizations take advantage of the EB-5 investor program. Before founding Vermilion, Atteberry served as the chief economist of U.S. Citizenship and Immigration Services (USCIS), overseeing major economic research projects. In 2000 and 2002, she taught economics and marketing at the United States Air Force Academy, selected as one of a few civilian instructors.

Scott Barnhart is the president of Barnhart Economic Services LLC, a consulting firm that focuses on EB-5 and non-EB-5 economic job creation studies, business plans, TEA designations, I-829, and National Interest Waiver studies. His firm has analyzed a wide range of projects, from destination resort hotels to large national infrastructure initiatives, with capital expenditure exceeding $41 billion and job creation estimates exceeding 570,000 jobs.

Ismael Fernandez

Ismael Fernandez is an EB-5 economist and the founder of Greengate Consulting, LLC, based in Atlanta, Georgia. He specializes in EB-5 economic impact analyses and compliant business plans. Fernandez has extensive experience helping regional centers and foreign investors access EB-5 capital. He holds an M.B.A. and a PhD in Aerospace Engineering from the Georgia Institute of Technology.  

Terri Goforth

Terri Goforth is the lead EB-5 economic consultant at Baker Tilly Advisory Group, LP. She is nationally recognized for her work, particularly in creating EB-5-compliant job studies and economic impact reports. With over 10 years in the EB-5 industry, she started her career collaborating with regional centers and developers to prepare job creation studies. Throughout her career, Goforth has authored more than 1,000 economic studies, resulting in hundreds of millions in EB-5 capital for her clients.

Michael Kester

Michael Kester is a partner and the Lead EB-5 economist at Impact DataSource. He leads the firm’s specialized EB-5 economics team, which provides consulting services, analyses, and deliverables tailored to the evolving needs of EB-5 clients and USCIS requirements. Kester’s team has completed over 500 comprehensive EB-5 economic studies and has assisted clients in securing more than a thousand TEA certifications.
