Is there a website that lists EB-5 investors or investors who are interested in investing via the EB-5 program? Is there a website where one can post their funding requirements so that potential investors can review and apply to the EB-5 process?

There is no such list. You need to engage in your own marketing efforts to attract investors and/or hire a migration agent overseas to market your projects.
There is no list of potential investors. They come through foreign brokers. But there are too many websites promoting EB-5 program.
I have never seen such a list. Due to reasons of confidentiality, I doubt that such a list would be created unless it is a secure area. I do like the concept however.

To my knowledge no such website exists. Further, if there was a publicly available website where EB-5 issuers (regional centers) could publish information about their projects, such action would probably violate Regulation D (until amendment to conform with the JOBS Act) and Regulation S. Therefore, I would advise against such behavior and suggest that you retain a securities attorney to assist you with investor issues.
The foreign national investors are usually known by the Brokers ,intermediaries or agents who have a following of,or existing pool of investors.It is advisable to speak to a US immigration attorney and securities attorney regarding the rules for advertising an offering to investors. The SEC rules have to be complied with.
