He went on to attend the University of Michigan where he was a National Defense Foreign Language Fellow at the Center for Chinese Studies from 1973 to 1976. Attorney Gaffney has been a long-term member of the San Francisco-Shanghai Sister City Committee, the Association of Asian Studies, and has been a speaker on business practices and legal issues to foreign visiting delegations and business groups.
