What is the minimum cost to start an EB-5 regional center?

I am interested in starting an EB-5 regional center. Using the hypothetical model route, what is the estimated combined cost for all the attorneys that are needed to apply for regional center status? Other than the filing costs and attorney fees, does USCIS require the principals applying for a regional center to put up any more of their funds or to qualify financially before being approved?
