Can I setup a regional center and how?

We are 2 friends on H-1B for the past 15 years, and they want to pursue EB-5 to get green cards. We want to invest $1.05MM each in a business (restaurant or commercial RE) from scratch, like buying land, grading, and development – and then run the business(s) after completing the project. Is that possible? Do we need to set up a regional center for multiple folks to invest? The location is a suburb in Dallas, TX, but how can we know if it falls in the Unreserved or set-asides categories? If we go the regional center route, we may incur in ~$100K in fees in total. If we set up our own project/RC, how should the fee structure look?

Setting up a Regional Center is expensive and adds a whole extra level of approvals from USCIS to get that approval before you even can file the I-526 /I-485. If you do as a private project only one EB-5 investor is allowed, but perhaps you could do as two separate private projects but then 10 new jobs need to be created.
