American Venture Solutions Regional Center (AVSRC) is an EB-5 Regional Center headquartered in Miami. AVSRC was designated as a regional center by USCIS in May 2011 and is approved to operate in the Florida counties of Martin, Palm Beach, Okeechobee, and St. Lucie.

AVSRC focuses on the industries of rock and mineral extraction, farming and agricultural development, asphalt manufacturing, trucking, wetland construction, sand processing, rail loading, and barge loading.

The regional center was designed from the ground up to generate jobs within carefully analyzed EB-5 project opportunities backed by America’s most successful companies and individuals.

The AVSRC management team includes veteran entrepreneurs, venture capitalists, developers, and an experienced legal and financial team. The principals and institutions associated with American Venture Solutions have long and prestigious backgrounds in land development, project management, and entrepreneurship. They have been heavily invested – financially and personally – in numerous industrial, real estate, and development ventures, and in immigration compliance associated with investment-based immigration, for decades.

Francis Judson “Jud” Laird co-founded and co-owns Zocco Holdings. Zocco Holdings is a 50 percent owner of AVSRC. Laird also co-founded and co-owns BC Property Investments, LLC, a Lindemann family enterprise focused on real estate, mining, and development. Laird serves as the primary corporate strategist for the group, balancing enthusiasm with pragmatism to ensure a stable course on each project. He serves as both an equity investor and the collective representative for other equity investors for EB-5 projects to be deployed under AVSRC. He holds a Bachelor of Arts from Vanderbilt University.

Jose E. Latour is the immigration attorney who structured the EB-5 Regional Center and all of its EB-5 projects. He is the founder/owner of LatourLaw, P.A., which owns 50 percent of AVSRC. He previously served as a U.S. diplomatic and consular officer after being appointed by the late U.S. President Ronald Reagan. Since 1990, Latour has worked exclusively in the area of business immigration, focusing on foreign venture capital (FVC,) private placements, and investment-based U.S. immigration.

Latour has been consistently rated as “A/V” by Martindale Hubble since entering private law practice and is a multiple recipient of the prestigious peer-selected “Legal Elite” annual award of Florida Trend Magazine. His national recognition includes various awards by Inc. Magazine and Cisco Systems, such as being named “One of America’s Top Ten Websites”, the only law firm to ever win the award. In 2011, the UK’s Finance Monthly named LatourLaw as the “2011 Private Equity Law Firm of the Year – USA.”
