Kelvin (Houmin) Luo is an international partner at MOSAIC Paradigm Law Group PC. With over 15 years of experience in immigration law, he serves as the Head Attorney and Asia Regional Director for the firm and currently oversees the operations of MOSAIC Law’s branch offices in Shanghai and Beijing, China, and Ho Chi Minh City, Vietnam. His specialization areas include EB-5, EB-1A, EB-2 NIW, EB-1C, L-1, and E-2.
He has successfully guided more than 2,000 petitioners in obtaining green cards through the EB-5 investment program and has assisted many others in securing green cards via alternative immigration pathways.
Before joining MOSAIC, Luo gained valuable experience at several renowned firms, including Shanghai Chengda Law Firm, Zhonglun Jintong Law Firm (Shanghai), and HHP Attorneys-At-Law.
He is an active member of the American Bar Association (ABA), the New York State Bar Association (NYSBA), and the American Immigration Lawyers Association (AILA). Luo holds a bachelor’s degree in economic law from East China University of Political Science and Law and a Master of Law (LLM) from the University of Texas School of Law. He is fluent in both English and Chinese.
