Clem Turner

Clem Turner is the Chief Legal Officer of PRXY Co. and Co-CEO of PRXY Fund Services, LLC, its fund administration subsidiary. He manages legal, regulatory, and compliance matters, advises on business initiatives, and leads PRXY’s government affairs for the EB-5 Immigrant Investor Program.

Turner has more than 30 years of experience in corporate, securities, and business law. His work has focused on private equity and venture capital finance, securities law, and general corporate counseling. He began his legal career at Skadden, Arps, Slate, Meagher & Flom LLP, specializing in corporate finance, mergers and acquisitions, and technology transactions.

Since 2010, he has advised clients on immigrant investor securities offerings under the EB-5 Program. He has worked with developers, issuers, and regional centers on transaction structuring, securities compliance, corporate governance, and fundraising strategy. His experience includes EB-5 projects in hospitality, gaming, healthcare, senior living, mixed-use residential development, sports facilities, manufacturing, and technology. He has advised on offerings ranging from $1 million to over $400 million. His clients have collectively raised more than $4 billion through the EB-5 Program.

Turner graduated from Princeton University and Georgetown University Law Center. He is admitted to practice law in New York and California. He has been recognized by EB-5 Investors Magazine as a “Top Corporate EB-5 Attorney.” He is an author and speaker on EB-5 topics, presenting at industry conferences in the United States and internationally.
