China maintains lead in EB-5 visas issued in 2023

In 2023, the U.S. government issued 8,354 EB-5 visas to foreign investors worldwide, indicating a significant increase from the previous year. The number increased 21.4% since 2002, according to the Department of State’s Report of the Visa Office 2023.

Asia remains the dominant region for EB-5 allocations, securing 7,828 visas, 1,000 more than the year before. Mainland China continues to be the top global contributor of EB-5-issued visas, with 5,684, up from 4,060 in 2022.

The issue of EB-5 visas fell in some countries

India ranks second in Asia with 631 EB-5 issued EB-5 visas in 2023, slightly lower than 641 in 2022. Meanwhile, Vietnam remains the third Asian country with the most significant number, with 528; however, down compared with the 772 allocated in 2022.

South America ranks the second region worldwide with the most significant amount of these U.S. investor visas issued, 185, seven less than the previous year.

North America, Europe, and Oceania contributed to the EB-5 visa landscape, but with modest numbers.

Regarding specific countries, Russia stands out with 39 EB-5 visas, down from the 51 issued in 2022. The decline is mainly due to the significant challenges and restrictions Russian nationals face in their applications following the war with Ukraine. Brazil continues to lead South American applications with 75 issued visas, which are 71 less than in 2022.

Meanwhile, the I5 Regional Center Investor Pilot Program in a Targeted Employment Area (TEA) accounted for the most endorsements, 8,181.
