Utah High Country Regional Center (UHCRC) is a government approved EB-5 Regional Center that affords foreign investors the opportunity to become United States permanent residents. UHCRC raises investment capital through participation in the United States Citizenship and Immigration Services (USCIS) EB-5 Immigrant Investor Program. This foreign capital is utilized to finance various development projects throughout the state of Utah. UHCRC received its EB-5 Regional Center designation approval from USCIS on September 13, 2011. The regional center was initially organized as a Utah corporation in 2010.

The role of the Utah High Country Regional Center is to connect EB-5 foreign investors with investment projects and opportunities. UHCRC subsequently manages the relationship between the EB-5 visa applicants and their investment project. UHCRC also helps applicants with the rigorous background check and application process that each EB-5 visa applicant must undergo, as required by USCIS. UHCRC connects investors with projects related to the development of natural gas systems for vehicles and trucking companies.

The UHCRC management team includes David Carver, Wayne Wickizer, and Debra Wickizer. David Carver is an accountant and attorney with more than 20 years of experience in business planning and estate planning. Wayne Wickizer has over 35 years of experience in civic, law enforcement, and military project organization, education, and leadership. His background includes time spent as an FBI Agent and a U.S. Army Special Forces Intelligence Officer. Debra Wickizer is a Utah state licensed real estate agent who has been involved in many real estate and commerce professional organizations. All in all, the UHCRC team has decades of experience in business planning, project leadership and management, law, business investing, accounting, risk analysis, investment planning, estate planning, tax planning, insurance planning, local and national government service, and international real estate.

The community that surrounds the Utah High Country Regional Center has been consistently recognized as one of the most livable areas of the United States. This region includes the metropolitan areas of Provo and Salt Lake City. However, there are also many rural communities and small towns that are within convenient commuting distance of these metropolitan regions.
