Will USCIS process EB-5 visas faster or slower with lower fees?

I understand the whole purpose of increasing fees last year was efficiency. I was advised to wait for the resolution of the ongoing litigation before applying because of that. Now, finally, a court has instructed them to lower the fees to their previous levels. I think of applying now, but I am concerned that USCIS is less efficient now in processing applications?

No way to know yet. They shouldn’t be less efficient unless there is a staffing layoff. They will likely follow the correct steps and re-instate the higher fees as soon as they can.

It may delay the processing time because it may cause USCIS to stop hiring more adjudicating officers.
