Will the new H-1B fee apply to the lottery and the petition?

Will U.S. employers have to pay the $100K for each of their applicant who registers in the H-1B lottery or when they file the petition?

No one knows for sure as there is much conflicting information. There is an NIW waiver option. Hoping further guidance will sort out the conflicts.

The employer is required to pay the $100,000 at the time the petition is filed, not at the time of registration.
