No, you cannot choose which office to file your EAD/AP and I-485. The rule is that you must submit your I-485, Application to Adjust Status, to the relevant office that is authorized to accept approved I-526 petitions, which is currently the USCIS Dallas Lockbox. You simultaneously file your EAD/AP with the Dallas Lockbox if you need one.

You have to file where they tell you. It depends on where you live. But sometimes they direct the files to a different center that has a lighter workload.
