    USCIS does not dictate where or how you find your potential investors. I have noticed various agents and groups online who claim to provide this service. USCIS does require that your investors be able to track the investment funds from their original legal source.

    You first need to make sure that your project qualifies as an EB-5 project. There are too many rules to state them all in this forum. Your best bet is to engage a reputable immigration law firm to explain you all the details and a broker-dealer with global reach to help you identify investors for your project. If you are a regional center you could also travel globally and make direct connections with migration agents. If you are a developer, you should first engage a regional center authorized to fund your project through the EB-5 program.

    Ideally, you would need to raise capital from your investors as soon as possible. But for EB-5 purposes, it's impossible to do this unless you first establish a project that is EB-5 compliant. There would be a number of decision-making points before you could accept investors' funds for your EB-5 project. It would be hard to explain all of them, but you'd have to determine the size of the raise, whether or not the investment amount to create a sufficient number of direct jobs, and whether or not you would have to market your EB-5 program through an existing or a new regional center. You also have to prepare all the appropriate documents, including the private placement memorandum, that are EB-5 compliant.

    You need to have an EB-5-compliant project to bring to the market for EB-5. Having an experienced EB-5 attorney who can prepare the project structures and documents, and with connections throughout the EB-5 industry, will be essential. EB-5 is not a bank or grant program, so you have to find the investors, and they (or their agents) will expect to see a fully-formed project for them to invest in, prepared by top professionals.
