When do I hire an EB-5 immigration attorney?

I just found out about the EB-5 visa program option from the extension news and now I'm considering it for myself. Can you clarify when I first need to hire my attorney? Should I hire one now to help me understand the program basics or is the attorney supposed to just help with the immigration paperwork?
