Most lawyers would say hiring a qualified EB-5 lawyer is the first step. You need an experienced lawyer to advise on all aspects, tax, consequences of acquiring green card, impact on nonimmigrant visas etc., and most of all to evaluate inadmissibility, because no point investing if you not going to get the green card.

Hiring an immigration attorney should be the first step because you need a good one to navigate the complicated requirements and the process from the beginning.

Several things to do. Source where your money for the investment is coming from so you can explain to counsel. Consult with an immigration attorney. You need to decide if you are investing in your own private project or a Regional Center.
