What will happen with the EB-5 backlog by September 2027?

I am a potential Indian investor. If I file this year, what will happen to my petition if I file in a backlogged category with a long backlog and the program lapses in September 2027? Will USCIS continue to issue green cards at the fixed rate after September 2027 as well?

The EB-5 program is not authorized past Sept 2027.

My understanding is that if you file before September 30, 2026, the Reform and Integrity Act provides for protection of the process.
