What is the fastest route to get an EB-5 visa?

One of my cousins is a Cardiologist in India. He is married and has a 6yr old daughter. What is the easiest and fastest way for him to get a green card through EB-5? Can he come over here on a J1 visa and apply for EB-5?

A J-1 physician status comes with a requirement that the foreign doctor must return home and use their skills there for 2 years.
