What is the difference between the Trump card and the EB-5 visa?

If I pay the application fee and invest $1 million as an individual, can I get U.S. residency quickly with the Trump Gold Card, as long as I meet all the requirements? Does this option really not require me to invest in a business or wait two or more years, like the EB-5 visa requiers?

The Gold Card is a gift to the U.S. Department of Commerce, and the EB-5 visa is an investment visa that is intended to create ten full-time jobs for U.S. citizens or lawful permanent residents (LPRs) with the opportunity for a return on investment.
At this time, it is unclear whether the Gold Card will result in the immediate issuance of a green card. The executive order issued on Friday states that the payment of one million dollars will serve as evidence of eligibility for the first- and second-preference employment-based categories. In the EB-2 category, there is a backlog for all countries (there are no visas available immediately). In the EB-1 category, no visas are currently available for nationals from China and India.
