The bill is still in the Senate. Yes, the bill, if passed, proposes to eliminate the per-country numerical limitation for employment-based immigrants.
It is being debated in the Senate and it may even slow down more with the election and impeachment proceeding in the future horizon. Considering it has not been effectively championed in the House, the bill has a long way to go.
If the bill passes, it would shorten the waiting line for mainland Chinese and Indian nationals, but predicting when or if Congress will enact a certain law is almost impossible.
It looks like the current political climate has this bill on hold for now.
