It has nothing to do with retrogression since that does not affect the I-526 approval process. Besides, there is no retrogression for Japanese investors at the moment, anyway. You could wait anywhere between 12 to 24 months and, in some very rare cases, longer for the I-526 approval to come in. After that, for the conditional green card, you would typically wait six to nine months, though consular processing could be faster.
