What happens to unused EB-5 visas?

What happens to EB-5 visas that have not been granted by the end of the fiscal year, which is a month away? Do they go to other US visa programs? Does it make a difference in my application if I’m from a Rest of the World country (Brazil)?

Unused RIA reserved roll over for one year and then after that go to EB-1 and unused EB visa go to family.
30,000 EB-5 visas were wasted-we still litigating that.

There is a system of visas moving to another category if not used by the end of the year for the following year.
