The EB-5 Pilot Program was introduced in 1992 through Section 610 of Public Law 102-395. The Pilot Program for the first time introduced the concept of "regional centers," which are entities that are involved in the raising of capital from overseas investors for job creation. The pilot program allows EB-5 investors to take advantage of both direct and indirect employment creation. To do this, regional center based EB-5 petitions must be submitted along with an economic report that uses reasonable methodologies to forecast the job creation that will be created by the investor''s input of capital into the approved project.
