Registered broker-dealers can help with that. Selling projects to foreign investors require special licenses.

The first step is to ensure you have a good product. This means two things; first, you have a safe investment where investors can see that you will repay the investment in a timely manner. Second, you need to ensure that sufficient jobs will be created. You need an experienced person to lead you because presently there are a lot of offerings on the market and very few customers because the program needs to be reauthorized.

There are marketing companies, such as the one whose website you are on, that provide that service.

Put together a team that can help you structure an EB-5 offering. Create a marketing plan (that is blessed by securities counsel) to reach out to them. You will likely also rack up quite a bit of frequent flyer miles too.

You likely do not have much time to take advantage of the $500k amount assuming it applies to your project. But if that is the case, you should be looking to connect with immigration attorneys and immigration/migration agents outside of the USA. These are the most common sources of business, and many can be found in India, Dubai and China. How you reach out to people is dependent frankly on the structure of your investment vehicle and the exemptions you are claiming. More likely than not, your investment vehicle should be a “Reg S” offering rather than one offered under “Reg D” in the US. You will have to deal with restrictions on general solicitation and the like if you are targeting people within the USA (namely attorneys, etc). There are placement agents and broker-dealers that deal with these things as well. Many provide value for the right project. Many are also part of eb5investors.com.

Perhaps hire an agent in the country you are interested in seeking employees.

There are many ways, including promoting the project as extensively as possible.
