What should I do if I never received my I-130 approval letter?

I filed a case in 2007 and the answer was always “still under processing.” The USCIS website has been updated and indicated an approval on March 2023, though the actual approval was in 2010, which I was not informed about. Until now I have not received the approval letter nor a welcome letter from NVC. USCIS says that they have sent my documents to NVC, and NVC says that they still have not received them. What should I do?
