Is the H-1B visa still a good option to transition to the EB-5 visa?

My initial plan is to apply to study y Master’s degree in the U.S. first under an F-1 visa, then obtain a job through the H-1B visa or the work programs the university I’m interested in offers, or get my PhD, I’m still undecided on that front. My idea is to work for a few years in the U.S. to build the capital for my future EB-5 investment given I do not have enough funds now. However, I see that the H-1B visa is undergoing a lot of changes. Is this route still effective?

Yes that is a great route but there is a lottery so not assured you will get this even if you apply and are fully qualified. Better chance with U.S. advanced degree as you get two shots at the lottery.
