Is it safer if a developer and regional center are sister companies?

I’m interested in an EB-5 project whose developer and regional center all belong to the same company. Is such a structure better or more secure for EB-5 investors than having the developer and regional center be two separate companies?

Generally, having separate regional centers is best, but there are certainly reliable developers that have their own regional centers. Each case has to be evaluated but checks and balances are generally good.
