Is EB-5 retrogression for Indians limited to regional center investors or does it also impact direct investment?

Regional center projects have fewer risks, but the retrogression for Indian investors can add two to three years to the process, which I am trying to avoid. Is this the same scenario for direct investment investors?

Both direct and regional center EB-5s are affected by retrogression. The filing of the I-526 establishes the priority date, so it is important to "get in line" earlier rather than later if you are considering EB-5. Also, waiting to invest means more of a risk that the minimum amount of investment will be increased for EB-5.
