As an EB‑5 investor, you initially receive a conditional green card valid for 2 years.  Within the 90‑day window before that conditional card expires, you must file Form I‑829, Petition to Remove Conditions. Once approved, you receive a 10‑year permanent green card.
The entire time spent holding conditional residency counts toward the 5‑year lawful permanent residency requirement for naturalization. So, from the date your conditional green card takes effect, you begin accruing residency time toward the 5‑year threshold.
Most EB‑5 investors are eligible to file Form N‑400 (Application for Naturalization) 90 days before reaching the 5‑year mark from the start of their permanent residency.

You can apply for citizenship within 90 days before the 5th anniversary of becoming a permanent resident (date of your conditional green card issuance). You also need to meet the physical presence, continuous residence and good moral character requirements.

If your EB-5 petition is approved, you will first receive a 2-year conditional green card. Near the end of that period, you must file Form I-829 to remove conditions and become a full, lawful permanent resident. Only after that step is approved will you be on track for U.S. citizenship. The naturalization rules require 5 years of permanent residence in total (your conditional and unconditional green card time both count toward this), along with continuous residence, physical presence, and good moral character. In other words, the earliest you may apply for citizenship is 5 years from the date you first became a conditional permanent resident, provided your I-829 has been approved.
