How should I answer questions about previous immigration petitions on the DS-160 form?

I will submit my DS-160 form for the L-1 visa. Can I apply for DV-2022? If yes, there is a question on the DS-160 form, saying “Has anyone ever filed an immigrant petition on your behalf with the United States Citizenship and Immigration Services?” How should I answer this question?

You can disclose that you filed for DV-2022. That fact is not going to adversely impact L-1 visa issuance.

You should answer yes as the lottery will not affect the L visa. L visas are allowed dual intent in any case.

Sure! DV is not an immigrant petition so your answer would be "no."

You should answer all questions truthfully, but since the DV-2022 lottery does not require the filing of an immigrant petition, you can answer "no" to that question. Also, since an L-1 visa is a "dual intent" nonimmigrant visa, any immigrant case or future immigrant intent on your part should not affect your L-1 visa application.
