If I apply for the EB-5 visa from my current country (not my birth country), should I still adjust my status in my current country through the consular process and then move to the US once my application enters the I-829 phase?

Adjusting status should happen in the U.S. when the applicant files I-485 with or subsequently to th e I-526 petition. Yes, if you’re abroad, you should go through the process of NVC and Consulate procedures to obtain your EB5 immigrant visa at your home’s U.S. Consulate or Embassy after your I-526 is approved.
