Would building new homes in an urban location in a Targeted Employment Area (TEA) qualify as a set-aside category project? Or does it qualify as an Unreserved? Or is it an infrastructure set aside project? I am having trouble differentiating between the classifications when it comes to investing in a city, because from my understanding, when an EB-5 project is in a rural area, it is not Unreserved.
