Because we have two I-539 applications—one approved and the other still pending—we want to withdraw the pending application. Should the withdrawal letter be a plain request, or should a reason be included?

EB-5 Immigration attorneysI would include as the reason that the other one has been approved. You can handle on the USCIS account online or send a letter to the address on the Receipt.
