I have invested in an EB-5 project. Now SEC declared my EB-5 project fraudulent. Under these circumstances, am I eligible to file for a U visa as a victim? If not, what are my options?

Find an EB-5 Visa Lawyer: Immigration AttorneyThe USCIS website has the list of qualifying crimes. The fraud listed is pretty specific; but it does say similar or related crimes may be included. The trick would be to get a police agency or prosecutor to sign off on the required I-918B form.
