How can I fill out a DS-60 for my mother-in-law in Guatemala?

I live in California, and I want to send an invitation letter to my mother-in-law in Guatemala so she can come visit her granddaughter for her first birthday. Could I fill out Form DS-160 for her, or does she have to do it herself? The only problem is that she cannot do it online. What other ways can this form be completed from Guatemala?
