How can I contest a notice of intention to deny my application?

Can USICS issue a NOID directly without raising RFE or any other form of clarification? Are there chances of changing their decision even if the NOID is answered point by point and with proof?

Yes, you still have a chance to rebut and get your case approved, but issuing NOID without RFE first usually means there are some very critical issues, that are tougher to resolve.
