How can I combine a loan and my savings for an EB-5 investment?

If a lender is ready to provide an unsecured 80% loan (with proper documentation of the source of funds) to an EB-5 investor who is investing the remaining 20% in a regional center as equity, then will that 100% fund be considered a valid source of funds as part of EB-5 investment? Also, in the unsecured lending agreement, the lender will mention that the investor must pay him back first once he receives money back from the regional center/project along with any profit. Is that feasible?
