How can I be sure that I will be able to adjust status in the US?

Will nonimmigrant visas have to adjust status outside the US? I am confused by so much contradictory information online.

If you are legally in a nonimmigrant status in the U.S. when your Priority Date is current then you can adjust here unless you have immigration violations, worked without authorization, or extensive criminal history.
