How can I apply for the EB-5 visa now that my brother is a U.S. citizen?

My brother became a U.S. citizen last year. He is a former EB-5 investor. Our plan is for me to apply before September, with him and my parents providing most of the funds. I will be contributing funds as well. Would his status as a U.S. citizen help my application?
