How can I apply for E-2 and EB-5 with a small business?

I would travel to the U.S. on a B1 visa and setup a construction company with an investment of around $30,000. Then I would hire a manager to start the operation and hire employees. If the business can generate $500,000 in revenue in five to six months while maintaing eight to ten employees on payroll, will I be eligible to apply for an E-2 visa? After a few years, if the bussines has around $1 million in working capital and mantains a payroll of 10 employees, will it be possible for me to apply for EB-5? I am worried that the initial investment amount is too small.
