How can I adjust the business plan of my EB-5 direct investment?

My EB-5 direct investment is related to having International Business with country A, however to the government polices changes, the business has to be put on hold. Also, my business has suffered huge fines from overseas and lost quite a few capitals.

I am now consulting a third party to establish a relevant business for my business plan to resolve 10 jobs, which can help me remove my green card condition and submit the I-829.
I was wondering if this is feasible? Because the government policies changes were unpredictable. And currently holding a temporary green card for the past 24 months. When I submit my I-829, if my employees have worked less than 24 months, must I include an explanation letter for my application?

You can change your business only after you have got the conditional green card under the policy of material change.
