What can I do since my immigrant visa lapsed due to Covid-19?

My immigrant visa lapsed due to Covid 19 on May 3, 2020 by the US embassy. Re-issuance was temporarily refused pending submission of old (previously issued) visa packages. Why is an old visa package necessary? what if I had to destroy the old visa package?
The old visa package reached the embassy after June 30 and now visas cannot be re-issued. What should I do?

You have to show that you were unable to travel during that 6-month period and tried. With a green card package, I believe you could be admitted. We have to wait until the program is reauthorized. It is impossible to reissue a green card without the prior package.
