I am a Vietnamese EB-5 investor and am still waiting for my petition to be processed. I heard about the tiered approach that they are doing these days and that EB-5 is in the lowest tier. Is there a way to speed it up? Pay a fee? Move to another consulate that has more time? What are my options?

Unfortunately, no. Consulates are very behind and barely processing cases.
Is this a regional center sponsored project? If so, USCIS is not processing petitions or visas until the RC program is reauthorized. Once processing resumes, you can consider federal litigation to force processing IF you meet certain requirements.
If the approved I-526 petition is based on an investment in a regional center, then consular processing will only resume once the EB-5 Regional Center is reauthorized by Congress. In terms of expediting your consular appointment, you can write to the Consulate and request your appointment to be expedited if you have a legitimate emergency or other reason which would warrant the request. Most consulates are still operating at a reduced staffing level and/or reduced operational capacity - this has slowed and significantly delayed the issuances of visa appointments for many immigrant visa categories.
If your case is a regional center case, the biggest issue presently is reauthorization. We expect that to happen in December and then we should see some improvement in processing times.
