What happens with a pending combo card during the lapse of the EB-5 regional center program?

It has been more than 9 months since USCIS received my application of I-485, I-765 and I-131. My attorney filed a writ of mandamus for I-765 and I-131 for me last month. I am wondering if USCIS will act on the writ of mandamus since EB-5 regional center program was lapsed?

USCIS has not clarified this policy - my memory is that during the December 2018 lapse, they did continue to adjudicate interim benefits.
