Do you get a tax deduction for an EB-5 investment if you made the investment money through capital gains?

I want to put money that I made in investments into an EB-5 project. Can I put untaxed capital gains into an EB-5 investment, and pay tax on it when I get the investment return or do I need to pay capital gains tax before investing?
