When will consulates in India be able to issue visas for EB-5 again?

I recently went to Mumbai Consulate to reissue our I5 Regional Center Visas. Unfortunately, despite the Visa category being Current for April (according to the May Bulletin), Mumbai Consulate has not received any guidance from the Department of State and has no visas available. What is the expected timeframe for when Consulates in India will receive the visa numbers for I5?

  I would imagine in May the visa bulletin will reflect that EB-5 visas can be processed.

  The Consulate lacks appointments and not visa numbers.

  This does not seem to be correct - we are getting appointments so it is likely a processing issue and not a legal bar issue.

  I believe it is 60 days after March 15, 2022, and then will depend on the capability of each consulate to schedule interviews.
