How can I appeal to get my EB-5 visa issued while waiting for the program to be reauthorized?

My I-526 (Regional center route) got approved and a visa has been issued by the local consulate but it expired in the month of June 2021(generally valid for 6 months to enter first time in US). However before it expired, I have written communication from the local consulate that they will renew my visa after my new medical test and paying the fees again.
Now the medical has been done but before the next appointment of visa interview the issue of the EB-5 Regional center authorization lapse came.
The local consulate now says I have to wait until the EB-5 regional center program is reauthorized before they issue a renewal of visa.

Any advise if this can be done before EB-5 is reauthorized? Can I appeal anywhere for this?

No choice but to wait, but hopefully reauthorization will happen in the next few months.

No appeal is allowed. Have you asked your own immigration lawyer? In my opinion, you need to wait until Congress reauthorizes the Regional Center program. Have faith.

The program is currently lapsed and no regional center based immigrant visa can be issued until the program is reauthorized.

A consulate cannot issue a Regional Center-based visa now.
